The Adjustment of Recycling Fee Framework and Strengthening of Fee Reviewing Commission

This project can be concluded as follows: 1. the study updated a number of fee factors and found Taiwan’s recycling performance of electric and electronic waste has gradually improved over the years. 2. this study proposed three different types of subsidy rate formula, including (1) subsidy rate = unit cost of secondary pollution control + unit administrative costs; (2) subsidy rate = unit vaiable costs + unit fixed costs - the residual value in unit; (3) subsidy rate = unit variable cost (plus the recovery facility can be subsidized by excludsively). 3. this study proposed differential subsidy rate system and differential levy rate system. 4. this study continued to update the fee rates database. and design new functions, including raw material database, recycling-information management of the main database, and connected to the other main databases in Taiwan Recycling Management Fund. So in the future, some of the fee rate factors, such as sales volume, recycling amounts can be updated automatically. 5. this study analyzed the efficiency of the fee rate committee, provided the formats of documents used in the committed, and suggested a list of committee members according to their experty.
